Sensenbrenner, Baldwin at odds over greenhouse emission plan

Democratic Rep. Tammy Baldwin says a cap-and-trade system -- which would limit total greenhouse gas emissions but allow energy users to buy and sell the right to spew out heat-trapping gases -- will be the cornerstone of U.S. efforts to halt global warming...

..."We cannot use the actions -- or inactions -- of developing nations as an excuse for our behavior," Baldwin said, adding that Congress is moving toward cap-and-trade. She also promised that a climate control law will include a provision to encourage developing countries to curb greenhouse gas emissions.

"What is clear is that we are laying the groundwork for the 111th session and our 44th president whom, I believe, will lead the nation toward solutions that reduce our greenhouse gas emissions," she said.

Indefensible Bush budget

President Bush's proposed budget is an assault on Wisconsin, and any member of the state's congressional delegation who backs it this year ought not be a member of that delegation in 2009...

...U.S. Rep. Tammy Baldwin, D-Madison, is determined to take the right side in that fight.

"People in Wisconsin and throughout the nation have reason to be angered and insulted by President Bush's latest, and thankfully last, budget proposal," says Baldwin. "While again calling for $3 trillion in tax cuts for the privileged and well-connected over the next 10 years, the president wants to finance those tax cuts by drastically cutting funds for Medicare, Medicaid, the Centers for Disease Control, low-income home energy assistance, Community Oriented Policing Services, and the Environmental Protection Agency, among others."

U.S. Rep. Tammy Baldwin called Monday for a states-oriented approach to address what she said is a faulty national health care system.

Baldwin appeared before a crowded lecture hall in the University of Wisconsin Health Sciences Learning Center to discuss the health care proposal she co-authored and why she endorsed Sen. Hillary Clinton for president.
